Texas Wall Insulation: R-Value & Vapor Barriers by Climate Zone

How much insulation Texas code actually requires, why the vapor barrier that's correct in Minnesota rots walls on the Gulf Coast, and how to build an enclosure that stays dry in Texas heat and humidity.

Texas spans three IECC climate zones. Which one you're in decides how much insulation you need and — more importantly — which way your wall is allowed to dry. Get the zone right first; everything else follows.

What Texas code requires (the numbers to beat)

Texas's statewide residential energy code is the 2015 IECC, adopted as the state minimum by the State Energy Conservation Office. Cities and counties may adopt a newer edition or local amendments, so a project in a large metro may be held to a stricter standard than the state floor. Always confirm the adopted edition with your jurisdiction. The prescriptive minimums:

Two honest truths the code number hides: a wall that meets R-value on paper can still rot if the layers are in the wrong order — assembly matters more than the headline R — and continuous exterior insulation buys far more real performance per inch than the same R in the cavity, because it stops the thermal bridging through your studs.

The vapor barrier mistake that rots Texas walls

The single most common enclosure error in Texas is an imported one: an interior polyethylene vapor barrier. In a cold northern climate the moisture drive is outward, so a vapor barrier on the warm interior side keeps indoor humidity out of the wall. Texas is the opposite. For most of the year, hot humid outdoor air drives moisture inward, toward your cool, air-conditioned interior. Put a plastic sheet on the inside and that inward vapor condenses against it — liquid water inside your wall, on the surface least able to dry.

Zone 2A (Houston & the coast): no interior vapor barrier, ever. Build walls that dry inward or both ways. If a wall must stop inward vapor, do it with a vapor-closed layer on the outside (e.g. foil-faced rigid insulation), so the wall still dries to the interior.
Zones 3A / 3B (DFW, Austin, San Antonio, West TX): use a smart (humidity-variable) vapor retarder — it stays closed in humid summer and opens to let the wall dry in winter. A fixed Class-I or II barrier traps moisture on one side or the other.

Only in the cold Panhandle (4B) does a modest interior vapor retarder start to help — and even there, keeping the sheathing warm with exterior insulation matters more.

Why R-value alone won't tell you if a wall works

R-value is a single number for heat flow. It says nothing about air leakage (which moves far more moisture and energy than diffusion), or about which direction the wall can dry. Two walls at the same code R-value can behave completely differently. That's why the same insulation, put in a different order, changes real-world performance:

Frequently asked questions

Do I need a vapor barrier in Texas?

Almost never an interior plastic vapor barrier. In hot-humid Texas (zone 2A) vapor drives inward toward your air-conditioned interior, so an interior poly sheet condenses water inside the wall and causes rot. In the rest of the state (3A / 3B) use a smart, humidity-variable vapor retarder that closes in humid summer and opens to dry in winter — not a fixed barrier. Only the cold Panhandle (4B) benefits from any interior vapor retarder.

How much wall insulation does Texas code require?

The 2015 IECC (the Texas statewide minimum) requires R-13 cavity in zone 2A and R-20 cavity — or R-13 + R-5 continuous exterior insulation — in zones 3A, 3B, and 4B. Ceilings need R-38 in zones 2–3 and R-49 in 4B. Many cities adopt a newer edition, so confirm with your jurisdiction and design to the stricter of the two.

Why do walls rot in Texas even when they meet the code R-value?

Because R-value measures heat flow, not moisture. A wall that meets its R-value on paper can still trap moisture and rot if the layers are in the wrong order for the climate — most often an interior vapor barrier that stops a hot-humid wall from drying inward. Durability depends on the order of the water, air, vapor, and thermal control layers, which the R-value never captures.

What is the best wall assembly for Austin or Central Texas?
